OUR TEAM
CHS Developments is a 33.34% black-owned organization, with the skills and expertise to deliver in each of the organization’s service delivery areas. The core managing team consists of Xolani Mbutho, Mark Linley and Steve Crabtree who are supported by relevant professionals and consultants, when necessary. A brief background of the individual members:
Xolani Mbutho
A business executive with 14 years of management experience, possessing a solid understanding of cooperate governance and business management principles. He has over the years held numerous senior positions in both private and public sectors. In 1998 he participated in a Youth Development-Entrepreneurship programme facilitated by the John Moore University, Liverpool UK, rendered in partnership of the SA Government and the British Council. He also participated in a Public Governance programme funded by USAID to empower South Africans on public governance hosted by the US State Department.
During his term as the Deputy President of the South African Youth Council, a civil society organization which was responsible for lobbying and advocating policy on youth development, he served as a member of the Presidential Working Group on Youth Development and as an Executive Member of NEDLAC.
As a managing member of CHS Developments he is actively involved in the business strategy development, and oversees stakeholder management, Government relations, organisational development, business development, project management and many other aspects of the business that entails negotiations and strategic thinking.
Stephen Crabtree
A Bachelor of Commerce graduate from the University of KwaZulu-Natal, with a 20 year-experience in project management.
One of his achievements was growing the Low-cost Housing division of his past company from being the only staff member in that division with one project to manage, to a staff of 10 and managing 5 projects simultaneously, successfully completed on time and within budget.
He is an experienced project manager, from project initiation to project packaging, one of his key duties as one of the managing members is planning, programming, budgeting and general administration and financial management.
Mark Linley
With a diploma in Real Estate and Project Management, coupled with over 25-years’ experience in the industry.
He is key to establishment and education of sales teams in the completion of the Department of Housing applications and ensures the correct community structures are in place to guarantee transparency from employment through to community involvement in the development process.
He has over the years held senior positions in the areas of sales, administration and community facilitation, including a four-year stint in North Wales UK where he was involved with an international company selling and building in-door play grounds in Ireland, Japan, Saudi Arabia, United Arab Emirates, Turkey among other countries.
As a managing member, his core duty is to oversee sales, facilitation teams, project management and communicating the project details to all role players.
